As mentioned, no frame shots... Plus the seller’s all caps shouty ad comes across as a bit suspect. I probably wouldn’t contact an ad written that way unless it was something so good that the to good to be true made wish it were true enough to make an ass of myself/be robbed at gunpoint when I go to look at the vehicle. A 4runner with an interior that looks like that is not good enough for me t o take that risk

When I bought my 3rd gen 4Runner in 2018 I looked at nearly a dozen. ALL of them had holes rotted through the frame aside from 1, and it was on the way there. Every one of the was “clean, great condition, no rust” trucks.
To answer your question, it’s cheap because the frame is rotted. If you go to look at it, before you do anything else lay down and look at the Inside of the frame on the passenger side under the rear door next to the exhaust. There will be a hole there or a patch where there was a hole. Above a nd a little in front of the axle in the rear, and the section going to the bumpers in the back are also rotted 9 times out of 10.
